New spending bill to eliminate 95% of hemp products; Tampa Bay businesses fear impact [1]

ST. PETERSBURG, Fla. (WFLA) — While most of the public attention on the newly passed federal funding bill [2] has centered on air travel delays and furloughed workers, a lesser-known provision tucked inside the legislation is sending shockwaves through the hemp industry: a ban on nearly all hemp-derived products.
At the center of the issue is THC — the psychoactive compound in cannabis and hemp responsible for producing a high. 
Millard explained that even common items like CBD tinctures, which are generally small, would fall above the new limit.
“Even one dropper of a full spectrum CBD would have, somewhere between, half a milligram to maybe, one milligram of THC,” he said.
Hemp became federally legal under the 2018 Farm Bill [3], signed by President Donald Trump. 
That law removed hemp from the Controlled Substances Act and legalized all parts of the plant as long as products contained no more than 0.3% delta-9 THC.
However, industry leaders say lawmakers did not anticipate how extraction techniques would evolve.
“What he didn’t know or anticipate, and neither did most lawmakers, is that guys in hazmat suits and scientists were actually going to figure out how to spin the plant and extract psychotropic THC out of out of the hemp plant and create psychotropic products,” said Nick Garulay, owner of the medical marijuana service provider My Florida Green and RevitaOil CBD.
Garulay said this loophole opened the door to products containing extremely high THC levels — far beyond what most patients use.
“The normal dose for THC, for someone who is looking for relief is usually between 5 and 10 milligrams. You have places that are selling a thousand and 10,000 milligram gummies, which will put you in the hospital, especially if you’re not expecting it,” he said.
The measure will not take effect until late next year, giving the industry time to respond.
The U.S. Hemp Roundtable [4], a national hemp advocacy organization, said it plans to spend the next 365 days pushing federal officials to pursue regulation rather than prohibition.

Police say the teenager called 911 before the shooting and told dispatch he was going to kill himself or someone else, then hung up, the outlet reported. When the dispatcher called back, the teen’s mother answered and said there was nothing happening at the home, according to police.

The notion of legalizing intoxicating cannabinoids simply because they are derived or synthesized from hemp is ludicrous. A comparable scenario would be deregulating wine on the grounds that it derives from grape juice. An intoxicant is an intoxicant. Both common sense and public safety dictate that these substances must be handled with care. The proliferation of untested and unregulated synthetic and semi-synthetic intoxicating cannabinoids is a public health disaster. Action must be taken immediately to protect public safety. Keep in mind that THC is a potent compound – a dose is typically measured in milligrams (thousandths of a gram), not grams. In the regulated California cannabis market, a single serving of an infused edible is capped at 10mg of THC per serving (and 100mg per package). If, as loosely interpreted, the Farm Bill allows for 0.3 percent THC in the final product and there is no cap on THC per package for “hemp-derived” products, here’s how much “hempderived” THC you could see in a single infused gummy, cookie, brownie, or 12-ounce beverage: PRODUCT TYPE 2 GUMMIES 1 COOKIE 1 BROWNIE 1 BEVERAGE UNIT WEIGHT (GRAMS) 5.8g 16g 70g 340g 0.3% THC (MILLIGRAMS) 17.4mg 48mg 210mg 1020mg Those are astonishingly high doses and mean we could have unregulated, hemp-infused edibles and beverages with up to 100 times the THC allowed in the regulated California cannabis market.
